The Nigerian government has invited eligible candidates to apply for the position of a substantive Accountant-General of the federation as the Acting Accountant General, Mr. Anamekwe Nwabuoku, has been removed.

Platforms Africa gathered exclusively that Anamekwe Nwabuoku, who was appointed through a letter dated May 20, 2022 and signed by Aliyu Ahmed, the Permanent Secretary in the Federal Ministry of Finance, Budget and National Planning, has been removed 28 days after his appointment.

He has been redeployed to Federal Civil Service Commission as Director of Finance without any official reason, Platforms  Africa can report.

Seat of Accountant-General Of Federation Declares Vacant

Platforms Africa reports that the processes to fill the vacant seat of Accountant-General if the federation commenced via a circular referenced HCSF/PS/CMO/193/03 and entitled “Commencement of the process of appointment of a substantive Accountant general of the federation” by the Head of the Civil Service of the federation, Folasade Yemi-Esan.

She requested eligible applicants to submit their applications on or before July 6, 2022.

The call for suitably qualified applicants to fill the role became necessary after Idris Ahmed, erstwhile Accountant General of the federation was arrested by the Economic and Financial Crimes Commission (EFCC) over alleged N80 billion fraud.

Idris was subsequently suspended by Minister for Finance Zainab Ahmed, while Anamekwe Nwabuoku was appointed in an acting capacity.

Buhari Knows About It

In the circular dated June 21, 2022, Yemi-Esan noted that the process was approved by President Muhammadu Buhari, adding that the role is open to all directors and accountants in the service who are not re-ring before the end of 2024.

“Following the approval of Mr President, the office of the head of the civil service of the federation is commencing the process of the appointment of a substantive accountant general of the federation from eligible directors (accountant) in the pool of accountant general of the federation,” the circular stated.

“Consequently, all accountants in the mainstream federal civil service in the pool of accountant general of the federation who have attained the position of substantive director (Salary Grade 17) on or before 1st January 2020 and [are] not retiring from the service earlier than 31st December 2024, are eligible to participate in the exercise.

“Officers undergoing disciplinary proceedings are however excluded from the exercise,” the circular added.

“Permanent secretaries are therefore requested to forward the following to facilitate the process; list of eligible directors on SGL 17, confidential and personal files of all eligible directors, five copies of curriculum vital of each of the eligible directors, brief on each of the eligible directors in the attached format to be produced in Microsoft Word and in both hard (5 copies) and soft copies. Soft copies are to be sent via email to ohcsfemd@ohcst.gov.ng and also in a flash drive.

“The documents above must reach the office of the permanent secretary, career management office (CMO), office of the head of the civil service of the federation, Block A, 4th Floor. federal secretariat complex, phase II on or before 4:00 pm on Wednesday, July 6, 2022.”

Real Reason The Man Was kicked out

A top managment staff at the ministry of Finance, who confirmed the removal through redeployment of the acting Accountant General told Platforms Africa that he was issued a letter of redeployment on June 21, same day his seat was declared vacant.

“The reployment is a demotion for an officer in acting capacity as AGF,” he said.

He was said to have been given a letter of redeployment to Federal Civil Commission as Director of Finance without any official reason .
The source however said; “the government action may have been informed by his recent comment at a function in Abuja that FG is borrowing money to pay salary.”

Another source who also confirmed the removal, added that it was not unconnected to his alleged case with the EFCC.

His 28 Day-old appointment

President Muhammadu Buhari’s former aide, Bashir Ahmad, on May 23, confirmed Nwabuoku’s appointment via his Twitter handle.

“Mr. Anamekwe Chukwunyere Nwabuoku has been appointed to oversee the Office of the Accountant-General of the Federation, pending the outcome of the Economic and Financial Crimes Commission (EFCC) investigation of the suspended AGF, Ahmad Idris,” he said.

Nwabuoku was expected to carry out his duties in strict compliance with extant rules and observe the highest sense of professionalism. His appointment followed the suspension of Ahmed Idris who is being investigated for allegedly stealing N80 billion.
