The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has announced a significant expansion in Nigeria’s refining sector. This includes the issuance of nine Licenses to Establish (LTEs), seven Licenses to Construct (LTCS), and four Licenses to Operate (LTOS) for modular refineries.
